우리 위원회는 지금과 같은 도전의 시기에 가능한 모든 자원을 동원해서 최대치의 고용률과 물가 안정을 유지하기 위해 최선을 다하고 있습니다.


그간 코로나 백신 접종의 진전과 강력한 정책 지원으로 경제 활동과 고용 지표가 지속적으로 강화되었습니다. 팬데믹으로 인해 가장 부정적인 영향을 받았던 부문들이 최근 몇 달 동안 상당히 개선되었지만 여전히 경제는 코로나19로 인한 영향을 계속 받고 있습니다.


최근 몇 개월 동안 일자리 증가상황은 훌륭했고 실업률은 크게 하락했습니다. 팬데믹으로 인한 수급 불균형과 경제활동 재개는 계속해서 높은 수준의 인플레이션을 초래했습니다. 전반적인 재정 상태는 경제상황을 지원하고 미국의 가계 및 기업에 대한 신용 흐름의 상황을 고려한 정책들이 부분적으로 반영되면서 상당히 고무적인 상태를 유지하고 있습니다.


앞으로의 경제 전망은 바이러스의 확산 여부에 달려 있다고 할 수 있습니다. 백신 접종의 진전과 원활한 공급 상황에 따라 경제 활동 보장과 고용의 지속적인 증가는 물론 인플레이션 감소를 뒷받침하게 될 것으로 예상됩니다. 새로운 변종 바이러스의 추이에 따라 경제 전망에 대한 위험도는 달라질 수 있습니다.


위원회는 장기적으로 2%의 비율로 최대 고용과 인플레이션을 달성하려고 합니다. 이러한 목표를 지원하기 위해 위원회는 연방기금 금리의 목표 범위를 0~0.25%로 유지하기로 결정했습니다. 인플레이션이 한때 2%를 넘어섰던 상황에서, 위원회는 노동 시장 조건이 최대 고용에 대한 위원회의 평가와 일치하는 수준에 도달할 때까지 이 목표 범위를 유지하는 것이 적절하다고 판단하고 있습니다.


인플레이션 상황과 노동 시장의 추가 개선을 고려하여 위원회는 월간 순자산 매입 속도를 재무부 증권(미국국채)의 경우 200억 달러, 기관 모기지 담보부 증권의 경우 100억 달러로 줄이기로 결정했습니다.


위원회는 1월부터 국채 보유액을 최소 월 400억 달러, 기관 모기지 담보부 증권 보유액을 월 최소 200억 달러로 늘릴 예정입니다. 위원회는 순자산 구매 속도의 유사한 감소가 매월 적절할 것으로 판단하지만, 경제 전망의 변화에 따라 구매 속도를 언제든지 조정할 준비가 되어 있습니다. 지속적인 증권의 매입과 보유는 결과적으로 원활한 시장 기능과 수용가능한 재무 상태를 지속적으로 조성하여 가계와 기업에 대한 안정적인 신용 흐름을 지원할 것입니다.


통화 정책의 적절한 스탠스를 평가함에 있어 위원회는 경제전망을 위해 수집되는 정보의 의미들을 지속적으로 모니터링 할 것입니다. 위원회는 위원회의 목표 달성을 방해할 수 있는 위험이 발생할 경우 적절하게 통화 정책의 입장을 조정할 준비가 되어 있습니다.


위원회는 향후 정책 설정에 있어서 공중 보건, 노동 시장 상황, 인플레이션 압력 및 인플레이션 기대치, 재정 및 글로벌 경제 발전에 대한 정보들을 포함하여 광범위한 사항들을 모두 고려해서 결정할 것입니다.  /박진관 기자 nomadp@sedaily.com


Federal Reserve issues FOMC statement

The Federal Reserve is committed to using its full range of tools to support the U.S. economy in this challenging time, thereby promoting its maximum employment and price stability goals.


With progress on vaccinations and strong policy support, indicators of economic activity and employment have continued to strengthen. The sectors most adversely affected by the pandemic have improved in recent months but continue to be affected by COVID-19.


Job gains have been solid in recent months, and the unemployment rate has declined substantially. Supply and demand imbalances related to the pandemic and the reopening of the economy have continued to contribute to elevated levels of inflation. Overall financial conditions remain accommodative, in part reflecting policy measures to support the economy and the flow of credit to U.S. households and businesses.


The path of the economy continues to depend on the course of the virus. Progress on vaccinations and an easing of supply constraints are expected to support continued gains in economic activity and employment as well as a reduction in inflation. Risks to the economic outlook remain, including from new variants of the virus.


The Committee seeks to achieve maximum employment and inflation at the rate of 2 percent over the longer run. In support of these goals, the Committee decided to keep the target range for the federal funds rate at 0 to 1/4 percent. With inflation having exceeded 2 percent for some time, the Committee expects it will be appropriate to maintain this target range until labor market conditions have reached levels consistent with the Committee’s assessments of maximum employment.


In light of inflation developments and the further improvement in the labor market, the Committee decided to reduce the monthly pace of its net asset purchases by $20 billion for Treasury securities and $10 billion for agency mortgage-backed securities.


Beginning in January, the Committee will increase its holdings of Treasury securities by at least $40 billion per month and of agency mortgage backed securities by at least $20 billion per month. The Committee judges that similar reductions in the pace of net asset purchases will likely be appropriate each month, but it is prepared to adjust the pace of purchases if warranted by changes in the economic outlook.


The Federal Reserve’s ongoing purchases and holdings of securities will continue to foster smooth market functioning and accommodative financial conditions, thereby supporting the flow of credit to households and businesses.


In assessing the appropriate stance of monetary policy, the Committee will continue to monitor the implications of incoming information for the economic outlook. The Committee would be prepared to adjust the stance of monetary policy as appropriate if risks emerge that could impede the attainment of the Committee’s goals.


The Committee’s assessments will take into account a wide range of information, including readings on public health, labor market conditions, inflation pressures and inflation expectations, and financial and international developments.
